MADPET-Malaysians Against Death Penalty & Torture

MADPET is for the Abolition of Death Penalty, an end of torture and abuse of rights by the police, an end to death in custody, an end to police shoot to kill incidents, for greater safeguards to ensure a fair trial, for a right to one phone call and immediate access to a lawyer upon arrest, for the repeal of all laws that allow for detention without trial and an immediate release of all those who are under such draconian laws.

Death Penalty

441 hanged to death since 1960, another 696 on death row as at 20/2/2011

358 persons were hanged between 1981 and 2005,

As at December 2005,about 173 persons are on death row

Between 2000 and February 2005, 15 executed

Between 2000-2010, 9 persons were hanged for murder

860 sentenced to death in Malaysia - on death row (as of 28/2/2012)

1,022 on death row (as of October 2015)

2 executions in 2014, for Murder

Since 1998(until Oct 2015), 33 have been executed

1,041 on death row as of 16/5/2016

16 (14 Malaysian and two foreigners) - had been executed between 2014 and Feb 21 2017

1,122 found guilty and sentenced to death(2014-Feb 2017)

From 2007 to 2017, 35 executions took place(July 2018)

Death Row & Commutation

1,022 on death row (as of October 2015)

1,267 people on death row or 2.7% of the prison population of about 60,000 people(July 2018)

165 people who were sentenced to death from 2007 to 2017 had their sentence commuted

Shot Dead By Police

298 shot dead between 2007 and August 2012
2007(13), 2008(85), 2009(88), 2010(45), 2011(30), until Aug 2012(37)

279 shot dead in 2000-2009 period

Death In Police Custody

147 Deaths in Police Lock-Ups in 2000-2009 period

231 cases of death in custody from 2000 until May 2013 - 97 Malays, 49 Chinese, 51 Indians.


79,487 whipped in Malaysia (2005 - 2011)


1,654 deaths in custody cases since 2010 until February2017 -
1,037 were Malays, 222 ethnic Chinese, 182 ethnic Indians, 28 from other ethnicities, and 185 foreigners (13/3/2017)

110 police lock up deaths from 2010 until 2016


On 18 December 2007, the UN General Assembly endorsed a resolution calling for "a moratorium on executions" by an overwhelming majority: 104 votes in favour, 54 against and 29 abstentions. - RESOLUTION 62/149

On 18 December 2008, the United Nations General Assembly adopted a second resolution calling for a moratorium on the use of the death penalty. 106 countries voted in favour of the draft resolution, 46 voted against and 34 abstained.

22/12/2010, the United Nations General Assembly 3rd resolution in favour of a universal moratorium on the death penalty : 108 countries voted in favour, with 41 against and 36 abstentions.

20/12/2012, UN's 4th Resolution :- 111 in favor, 41 against, 34 abstentions

19/12/2016, UNGA's 6th Resolution :- 117 in favour,40 Against, 31 abstentions

17/12/2018, UNGA's 7th Resolution:- 121 in favour(including Malaysia), 35 Against, 32 Astained


Malaysia (last know executions)

24 May 2017, 2 men had been executed at Sungai Buloh Prison – a Malaysian Chinese and Yong Kar Mun, 48 who was sentenced to death in 2009 for armed robbery.

MADPET is a movement for the abolition of death penalty and torture, and it is also been involved in issues of administration of justice, death in custody, freedom of expression, opposing abuse of power and wrongdoings by the police, prison authorities and other enforment authorities, animal rights, rights of minority groups, housing rights, rights of the disabled, concerns in the criminal justice system. MADPET is for the promotion of human rights, human freedoms and justice in Malaysia and in our world.
